You couldn't get Cass back either, I assume.

I think that sort of thing might be - automated, somehow. Inmates aren't able to leave, and we've still got new people coming in.

The ship grabs who it can, whoever is close to hand as dictated by - circumstances in dimensions we don't see - and some slip through.
